Burgonio, Reporter “…..Another big contributor to the national coffers was Philippine Ports Authority, which remitted P1.4 billion.”   Being able to raise arbitrarily tariff rates charged by the agency allows it to be a most ’productive’ GOCC. It does not take brains to do that, and that is the reason why our sea transport rates have become so uncompetitive. Not one from PPA has ever thought of promoting the much needed reforms underlying inefficient port services obtaining in our ‘productive’ Philippine Ports.  This is evidenced by the very slow implementation of a government policy on port privatization. |
