
Eduardo V. Tiotioen would have not been slain had he been informed that there are execptions to the rule against facilitating arriving or departing passengers at the NAIA. From various reports on the incident it seems that he was only doing his job when he reported someone that appeared to be facilitating the arrival of a passenger at Naia 1.
Unknown to Tiotioen, the arriving passenger happened to be a relative of Ignacio Bunye, as reported in the Cebu Daily News. The alleged assailant was reported to have been instructed by the NAIA General Manager to facilitate the arrival of Bunye’s child, according to the same article.
Other reports on the incident failed to include the apparent cause of the incident.
