PPA’s Version of the PEA’s “Road to Perdition”

(As of December 2003) 

Pic03.jpg“Originally, the project was in response to the request of the port users and truckers for a temporary access road for P 16 million since this will be termporary as the permanent road is part of the Batangas Phase II in another area.”

Mascarinas conceived of a plot to make money out of this miserable road condition.  Instead of a two (2)-lane road, they designed a four (4)-lane concrete (not asphalt) with island concrete and lamp post.  The padded the project cost reaching P 66 million.”
 
 
Pic13.jpg“Congratulations to all these plunderers since one year after the inauguration last September 2002, these state-of-the-art four (4)-lane concrete road will be demolished before September 2003.  In short, it will be domolished within one year after its inauguration.  We do not have any objection to the construction of a temporary access road since it was really necessary.  What was too revolting was to make money out of this necessity and worse to construct a concreete four (4)-lane instead of a two (2) lane asphalt road since it will not last for a year.”

These shots were taken last December 26, 2003 and show how the excavated soil is being used to fill out the area.  The dredging activity is nearing the road where the south-bound lane has already been closed to traffic.  Notice the large trucks (75-tonners) and the huge rubber pipe joints that will be used to transport and spread the dredged material.

Keeping the road open would pose danger to people and vehicles operating where huge earth-moving equipment will have to be deployed.
